Background

In the first half of 2025 the YMCA surrendered the Crown lease for this block which it had held since 1960.  The building was originally the Electrical Trades Hall in Kingston which was relocated to Yarralumla. The site has not been actively used since 2012 and the building is derelict and has been vandalised.  The most recent lease in 2009 was for a Community/Youth Centre and the Block is currently zoned Community Facilities.

Considerations

The Block on which the YMCA Hall is located is small, essentially just the size of the building and there is no road access only a narrow footpath. Building regulations now require that the block have driveway access for a Crown lease to be issued. To provide such access would require the Block to be enlarged.

The government has also flagged a potential option for the Territory to seek to vary the Territory Plan to realign and possibly enlarge the block boundaries/area of land zoned as Community Facilities to make the site more suitable and attractive for future release and development.

One possibility utilises a significant portion of the adjacent Block which is zoned Urban Open Space and has many mature trees and children’s playground. See diagram below.
